The Community Reinvestment Act was created to encourage banks and other financial institutions to meet the credit needs of their entire community, including low and moderate income individuals, small businesses, and small farms consistent with safe and sound banking practices. Additionally the Act encourages the participation in activities that make available affordable housing, and which create, retain, or improve jobs for low and moderate income individuals to stabilize or revitalize low and moderate income neighborhoods or distressed areas.
